Rolling Registration

Registering to vote has now been made easier with the introduction of a new rolling register which enables people to register to vote at any time of the year.

The rolling register makes registering to vote more convenient and ensures that people don't lose their vote when they change address. People will no longer be required to obtain letters from their doctor or employer in order to apply for a postal vote. Anyone can vote by post if they wish to.

For voters who move house, reregistering to vote at a new address should become something that is part of the moving house agenda - just like notifying the gas and electricity suppliers.

In order to vote in an election, an individual's name needs to be on the electoral register. This register was previously updated only once a year in October, but since 16 February 2001 a list of changes to the register is published each month to take account of house moves, deaths and other amendments.

The new legislation means that other groups will also find it easier to register:

  • Homeless people currently have difficulty in registering because they have no permanent address. A homeless person will now be able to make a declaration of local connection - giving an address of or nearest to a place where the person spends a substantial amount of this time for example a local cafĂ©.
  • People in mental hospitals (other than those who are held there because of criminal behaviour) will be able to register to vote. Voluntary patients (who were previously the only group of mental patients able to register) will no longer need to pass the additional test of making a patient's declaration.
  • Unconvicted or remand prisoners will be able to register in the establishment where they are held if they are likely to be spending a long period remanded in custody. Convicted prisoners will still be unable to vote.
